(CefCA)
After three completely successful projects of SCCA - Skopje (Image Box, CD ROM project Icon on Silver and SEAFair '97), and in view of the part of SCCA Skopje activities, in the field of media, multi-media, electronic and computer arts, SCCA Skopje is in urgent position to open a place for creative understanding of the new media. The experiences gained from the work and achieved contacts are sufficient basis to develop a Center where the artists who are interested can continue their activities that began with the project Icon on Silver, and especially for those who applied later, showing a substantial interest in multimedia and computer art. The need for CefCA is also a result of the increased interest of the organizers from Europe for this kind of art production in Macedonia. This part of the program work of SCCA Skopje anticipates a stretching of the criteria for competition, counting before all on the erasing of the condition for the applicants to have finished an artistic education. According to the specifics of the media, which are organized in this part, the approach of the open competition for projects is open also for students and all interested and experienced in particular program contents without any consideration to their professional artistic verifications.
CefCA would promote the following activities: Internet. Having the WWW page of OSI and SCCA - Skopje, there is a need for complementation of the same. The documentation about the artists, as well as the other requirements and information which SCCA needs to put on the page, are priority activities in this paragraph. For the needs of SCCA - Skopje, as well as the documentation and the Database for the institutions and artists of this area, software has already been developed (Internet Search Engine) which covers these arts, too. The interest goes further with the idea to place the CD-ROM of Icon on Silver, as the first interactive project from Macedonia, on Internet. Internet Access. By awarding grants for domestic use of Internet services and electronic mail, CefCA enables a free access to the current information of happenings on the world art scene. Internet Web Projects. The open competition in this category refers to already prepared and realized projects. The Board of SCCA - Skopje selects projects which satisfy the fine art criteria, so that later they will be placed on the SCCA - Skopje server free of charge. CefCA Projects. The projects that will be produced in CefCA are of special interest for SCCA. Different kinds of artistic treatment of the electronic media can give an insight in the production of the Macedonian artistic scene. Because of this, several different approaches to this technology should also include the researchers from non-artistic areas. The production will be granted by means of open competition. In this way, SCCA Board will choose three to five projects that would be realized in the period of one year, and would be completely financially covered by SCCA. This implies that SCCA will offer technical equipment and professional assistance for the project. Computer Art Projects. These projects are meant to be within the preparation of the entire software for initiating installations that involve computer and interactive components. It has been anticipated that two projects would be realized annually. CD-ROM Projects. Having the experience of the first CD-ROM in Macedonia Icon on Silver, the basic idea for these projects would be to continue with this kind of artistic exploration. The increased interest for this would provide at least one project a year. Internet Projects. After the realization of the project SEAFair '97 the following step is the producing of a WWW site. This pilot project of SCCA should provide the first experiences in this field. The following steps would be directed towards the interactive components of the WWW Site. This type of project is meant to be produced once a year. Artists' Web Page. As a new initiative of SCCA Skopje, in the framework of these activities a producing of Artists' pages on Internet is planned. For this goal after the advertising of the open competition SCCA - Skopje will secure the conditions for the realization of these projects. This activity is commenced with the goal of involvement of the artists in the fields of artistic acting and presence on the Internet. 10 such pages are planed. Moving Images Projects. In order to develop all other possibilities of the electronic treatment of motion picture and video record, these projects should enable extending of the "classical" art disciplines, either in video, video clips or motion pictures. The efforts are, to involve artists from experimental areas of computer technology, in a way of abandoning of traditional disciplines, towards their mixing. In this way, the current video production would become more popular. Computer Design Projects. These projects are planned to overcome the actual, or conventional approach towards the computer design, rather than to continue the present one. The projects should be based on the possibilities for the recent software support. By experimenting with the different possibilities of the software, the results should be used for the publications of the SCCA programs. Computer Sound Projects. In order to stimulate the computer-post production of the sound for the art projects (which are more present in Macedonia) it is planned to provide this to the artists that are interested in it. Ploter Art. The presence of the equipment for printing large formats enables the producing of art works and projects that would use the technological opportunities of the printer. Video. CefCA should produce all the video materials of the SCCA programs, and make copies of other visual materials of different artistic performances in Macedonia. Within this activity is the co-production of artistic videos in co-operation with the grantees of SCCA Skopje as well as with other interested institutions. Educational Aspects. As first, through the activities that will be realized CefCA should primarily represent a place for information and education for all interested persons including the introductory information for the new technologies and possibilities of the artistic work. In this framework the SCCA program will enable different aspects of the approaches towards these technologies, especially through direct work with the equipment, series of lectures, electronic library etc.
