Balkan insiders should -relocate- themselves mentally and/or
physically out of the Balkans in order to gain a distance as some
sort of -a condition of possibility - for understanding - common
platform (example - Paris project)-

to achieve a similar effect, Balkan -outsiders- on the contrary,
should -locate- themselves at all costs, mentally and/or
physically, within the Balkans even for a limited period of
time/space. Here what is refered to as -The Balkans- might not
necessarily be the actual territory of the penincula. That could
be some metaphorical space defined by -insiders- as a temporary
substitute for the Balkans - common platform (same example).
